Fillmore can't afford an $82 million sewer plant!

Since last November, our citizens group has investigated ways to save money on the Water Recycling Plant. Here are some of the ways that we could have saved millions;

1. Use lower cost technologies that will meet our permit such as PERC, Vertreat or Micromedia.
2. Cancel American Water contract and rebid a new system based on our requirements.
3. Use State Revolving Loan funds at 2.5% interest instead of municipal bonds at 5.00%.
4. Hire a municipal workforce to manage and operate that plant rather than contract with American Water for 20 years.

• New PERC correspondence. This raises up a lot of new questions. Costs for NPDES permits? Why would we ever have agreed to a plant so much more expensive than this? Why has this clearly legitimate company been so publicly disparaged when some at the City knew that everything they said was valid? What is going on here?
